Report on Capacity Building to COWSO leaders in Mvomero district.

The government of the United Republic of Tanzania through the Ministry of Water and Irrigation (MoWI) renders ownership and management of rural water projects to Community Owned Water Supply Organisations (COWSOs). COWSOs are backed by the 2009 Water and Sanitation Act and the 2002 National Water Policy (NAWAPO). Under law and policy, COWSOs own, manage and operate all rural water structures on behalf of the community. COWSOs are expected to cover all operation costs by charges from consumers, an exercise rarely or poorly done. Commonly, these organizations do not have formal means for their leaders to acquire necessary skills and knowledge to execute duties. Aware of this, E-MAC Tanzania (under WARIDI project) conducted refresher training to all COWSOs leaders in Mvomero district between 22nd and 31st January business days and from 7th February to 16th February business days
